Granite City man charged with burglary

EDWARDSVILLE — A Granite City man was charged with burglary by Madison County officials on Wednesday.

Charles L. Ruffins, 42, of Granite City, was charged with burglary, a Class 2 felony, and possession of burglary tools, a Class 4 felony. The case was presented by the Granite City Police Department.

According to court documents, on Sept. 12, Ruffins allegedly entered a 2011 Kia Forte in the 2500 block of Adams Street in Granite City with the intent to commit a theft. Ruffins also allegedly had a flat head screwdriver, a tire plug tool and a scratch awl.

Other felonies filed by Madison County officials on September 14 include:

• Russell D. Joyce, 51, of St. Louis, was charged with three counts of retail theft over $300, a Class 3 felony. The case was presented by the Edwardsville Police Department. According to court documents, on Aug. 10, Aug. 24 and Sept. 13 Joyce took Cardinal’s jerseys, T-shirts and FitBits from the Edwardsville Kohl’s. Bail was set at $25,000.

• Tiasia E. Lewis, 22, of East St. Louis, and Allyjah R. Garrett, 19, of St. Louis, were both charged with retail theft over $300, a Class 3 felony. The case was presented by the Collinsville Police Department. According to court documents, on June 5, Lewis and Garrett allegedly took men’s underwear, men’s shorts, T-shirts, socks and other men’s apparel from the Collinsville Walmart. Bail was set at $25,000 for each.
